When a new ROM becomes available there are always a percentage of upgrades that fail and leave the user in a lurch. I have only had this happen once to me on a HP hw6315. After researching the issue the only way to get around the problem was to put the unit in bootloader mode, then retrying the upgrade. All HTC devices have this mode and the Wizard is no exception.
To place the unit in bootloader mode, perform a soft reset, when the screen goes blank hold the camera button until a multi colored screen comes up like the one below.

Once in bootloader mode you can connect the unit via USB to your PC, run CID-Unlock (if not included in the ROM upgrade package) and run the upgrade again. You do not need to have your unit SIM unlocked. If you want to have your phone SIM unlocked and you have been a T-Mobile customer for a while (I have read 90 days) customer service will fill out a request for the unlock code for free. In 2 or 3 days you will receive an email with instructions on how to SIM unlock your MDA. I have done this with all my phones and never had a problem.
